Non-clinical Health Officers in Abia MDAs Demand Inclusion in ASHWOSS Payment Structure

Worried by what they described as favouritism of the Abia State Government in the implementation of the new salary structure ASHWOSS for clinical and non-clinical health officers in the State, some workers in health related MDAs have appealed to Governor Alex Otti to jettison all discriminatory tendencies and implement ASHWOSS across board.

Abia State Government had in August, 2025, reviewed the Consolidated Health Salary Structure CONHESS to Abia State Health Workers Salary Structure (ASHWOSS) for both clinical and non-clinical workers in Abia State University Teaching Hospital (ABSUTH), Abia Specialist Hospital, Amachara among others but did not include other health related workers in other MDAs.

Speaking to Southeastposts, a staff who pleaded anonymity because of the sensitivity of the issue, said the failure of the Abia State Government to extend the implementation of the new salary structure (ASHWOSS), has raised serious concerns as to whether the Governor Alex Otti led administration is fair in his dealings with Abia Civil Servants.

The civil servant stated that clinical and non-clinical staff in the following MDAs, Ministry of Environment, Agriculture, Ministry of Industry and SMRs, Abia State Environmental Protection Agency (ASEPA) and Community Health Workers in the 17 LGAs are yet to be captured in ASHWOSS.

He contended that this is in contrast with clinical and non-clinical health officers in Abia State University Teaching Hospital (ABSUTH), Abia Specialist Hospital, Amachara, Abia Health Management Board (HMB) and Ministry of Health including Scientific officers, who have since been captured in ASHWOSS.

The civil servant further revealed that it is disheartening that the non-clinical health workers not yet captured in ASHWOSS still receive the old salary structure despite claims by the Abia State Government of paying the N70,000 minimum wage.

The staff said with the new structure and with what other colleagues in these ministries already captured are earning, ASHWOSS seem to be a better structure than the CONHESS, appealing to Governor Alex Otti to be fair to all civil servants especially non-clinical health officers in public service who are not yet captured.

Also speaking, Community Health Workers in Umuahia North and Ugwunagbo who spoke to Southeastposts, confirmed that their colleagues who discharge same duties with them in ABSUTH, Abia Specialist Hospital, Amachara, Ministry of Health, have all been captured and are being paid with ASHWOSS new salary structure since August, wondering why they have been ignored.

They called on the administration of Governor Alex Otti to look into what they described as, “injustice”, stressing that they also deserve similar treatment like their colleagues who are also core civil servants.

Some workers in Abia Specialist Hospital, Amachara, ABSUTH and Ministry of Health who spoke to Southeastposts, confirmed that they have been captured in the ASHWOSS payment system.

They also confirmed that it is a more appreciable payment structure than CONHESS, appealing to Governor Alex Otti to extend same to other non-clinical health workers in other MDAs and those in LGAs.

Meanwhile, sources alleged that the Abia State Government is working on modalities to come up with a new salary structure for those not yet captured in the ASHWOSS payment structure.
